Job Overview

The Illinois Environmental Protection Agency (EPA), Division of Legal Counsel (DLC), Division of Records Management/FOIA is seeking a highly qualified individual to serves as a Senior Public Service Administrator, Opt 1, to serve as the Section Manager for the Records and Facility ID Management section. The ideal candidate for this position will be organized, detailed and possess the ability to adapt to change in a collaborative, fast paced environment. The ideal candidate will also need to be able to communicate effectively verbally, electronically and in writing with both internal and external stakeholders.

Essential Functions

  • Directs, coordinates, and reviews the activities of highly responsible and sensitive administrative and policymaking
    functions for the Agency Records Management Program and Records/Facility ID Management Section;
  • Plans, develops, evaluates, and administers the statewide Document Management Program;
  • Meets and consults with the Division Manager in the overall planning of the Agency Records Management
    Program and facility site inventory;
  • Serves as a full-line supervisor;
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated
    above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with
    courses in business or public administration.
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in a public or
    business organization.

Preferred Qualifications (In Order of Significance)

  • Prefers at least (3) three years of experience performing duties involving records management or records administration
    that required ensuring compliance with the State Records Act or Local Records Act.
  • Prefers at least (3) three years of experience interpreting, implementing, or applying State laws, rules, or regulations.
  • Prefers at least (3) three years of experience with formulating, interpreting, and communicating regarding policy
    development and records retention and disposal requirements with the Illinois Secretary of State, Illinois State Records
    Commission, or other similar public records oversight entity.
  • Prefers at least (3) three years of experience utilizing a personal computer with proficient knowledge of Microsoft Word,
    Access, and Excel software.
  • Prefers the ability to develop and manage a major agency program.
  • Prefers the ability to analyze administrative programs and adopt a practical course of action.
  • Prefers the ability to develop, install, and evaluate new and revised methods, procedures, and performance standards.
  • Prefers the ability to exercise judgment and discretion in developing, implementing, and interpreting departmental policies,
    and procedures.
  • Prefers the ability to estimate and budget for future needs and cost of personnel, space, equipment, supplies, and services.
